IMLCA Committees - 2007-2008
The purpose of IMLCA committees is to gather information and make recommendations to the Board of Directors concerning specific issues or areas of concern. Committees do not set policy. It is the Board’s responsibility to establish and/or revise policies if necessary, in order to address concerns, or make improvements using the information and suggestions committees provide.
Ideally, volunteer committee members represent a cross section of the community. Committees of the IMLCA may be on going: those that meet at a regularly scheduled time each month or other committees which meet on an as needed basis. All committees are expected to prepare written reports of their meetings for presentation to the Board.
Any member in good standing who is interested in joining a committee is asked to contact the IMLCA office at (570) 646-1600.
Aesthetics/ Long Range Planning

The Aesthetics/Long Range Planning Committee is responsible for presenting recommendations to the Board of Directors that will enhance the appearance of Association owned property. Their recommendations include cost estimates and a plan for any on-going maintenance associated with beautification of the community. This committee considers the ambiance of the natural surroundings and settings of the Pocono area.
This Committee also presents recommendations to the Board of Directors for a short and long range plan for major renovations, restorations and improvements needed in the community. They develop a comprehensive prioritized plan for the community specifying immediate, 2 year, 5 year, 10 year and beyond 10-year action and the resources necessary to accomplish the actions. Such a plan must be flexible to react to ever changing community conditions and needs.

The Arbitration Committee members and Chairperson are appointed by the Board of Directors and function pursuant to the IMLCA By-Laws to insure protection of the members due process rights when there is an alleged violation of the IML covenants, IMLCA By-Laws and/or Rules and Regulations.
The Committee sets hearing dates, hears evidence and presents their findings and recommendations to the Board of Directors regarding the discipline of members, covenants, IMLCA By-Laws, Rules and Regulations, and/or Property Management Code.

The ARC reviews the Association’s Building Code to be sure all requirements contained therein are in accordance with property deeds, covenants and any other municipal or state law that may be applicable. They present recommendations for changes to the Board of Directors as necessary.
The Committee also hears requests for variances and may conduct construction plan review and/or construction inspection.

The Budget Committee explores the services necessary to operate our community and to properly maintain its facilities and common areas. They also consider the level of service that will be needed based on owner needs and expectations. The Committee reviews past budgets, financial requests of the various Association committees, and considers the rate of inflation and expected revenue.
The Budget Committee presents a recommended operating budget to the Board of Directors for their consideration, possible modification and final approval. The IMLCA annual dues are then established to meet the budget requirements.

The Board of Directors reviews the Association’s By-Laws annually for any and all appropriate revisions. They also consider recommendations from the membership for changes. All recommendations are reviewed by the Association’s legal counsel. Finalized proposals for changes are presented to the IMLCA general membership pursuant to the By-Laws Article for Amendments.

The Communications Committee gathers information of community interest, prepares written articles and provides pictures for publication in the community Newsletter, the Indian Mountain Messenger. The Messenger is considered the official publication of the IMLCA. The committee also may be called upon to prepare the newsletter for mail processing, if necessary.
The Communications Committee may also contribute information for the Association’s website, indianmountainlake.com. This website is to introduce IML and the Association to the public and to provide updated information to the members with Internet access, in a timely manner.

The Community Watch Committee is comprised of IMLCA members who volunteer time and use their own vehicles to act as additional “eyes and ears” for our contracted security staff. Their function is to observe and report. They look for crimes in progress and/or suspicious activity and report same to security officers via radios provided by the Association. Those on patrol also may assist members by giving directions, keeping an eye out for lost pets and being an additional contact for those needing assistance. They look for the flashing beacon lights on member’s homes, which indicate there is a serious problem requiring an emergency response. In this case, they notify the security officer immediately.
Volunteers may patrol day or night and are usually scheduled by the Committee Chairperson.

The Disaster Action Committee evaluates the potential hazards i.e.: blizzards, hurricanes, wildfires, plane crashes, etc., that could occur in IML, which would seriously affect the well being of its residents. The Committee recommends a written emergency action plan including the identification of community resources, communication and possible evacuation procedures, as well as items necessary to use the IMLCA Clubhouse as the emergency command center. This Committee will work closely with township, county and, possibly, state emergency management personnel.

The Executive Committee is comprised of the President, Vice President, Secretary and Treasurer of the Association. This Committee meets the week prior to the monthly Board of Directors Meeting to confer with the Association’s General Manager and reviews agenda items for the Board meeting.

The Finance Committee works closely with the Association Treasurer and reviews the financial status of the Association, which includes the operating account, reserve account and any other money account designated by the Board of Directors. This Committee reviews investment opportunities, meets with Association engaged investment counselors and makes recommendations to the Board of Directors which will enhance the Association’s financial stability by protecting principal, increasing possible revenue and assuring an adequate cash flow to meet the Association’s financial responsibilities.
Members of the Finance Committee must have a financial background or competence in accounting, auditing, investments or related fields.

The Lake Management Committee is responsible for planning the on-going management and improvement of the ecology of Indian Mountain Lake’s most valuable asset: it’s lakes. The Committee works with various lake management consultants and presents plans for maintaining and improving the quality of our lakes, which includes monitoring and testing procedures.
This Committee also plans for and oversees the stocking of fish for our lakes and the annual kids Fishing Derby.

The Nominating Committee is appointed by the Board of Directors and shall consist of four (4) members in good standing and one (1) member from the Board of Directors. The Committee nominates for election at least one candidate to fill each of the prospective vacancies on the Board of Directors where no prior petition has been received.

Members of the Political Action Committee represent both the Monroe and Carbon areas of the IML community. They attend township and county meetings and provide local officials with input and/or concerns relating to the IML community. Committee members also report back to the IMLCA Board of Directors issues of national concern addressed at the township/county meeting.

The Recreation Committee reviews the needs and opportunities for recreational activities to enhance the social well being of the community. They develop a program of recreational activities for all ages, schedule dates and times, plan programs from start to finish and determine expenses and estimated possible revenue for each activity. Basically, this Committee manages, monitors and evaluates each planned activity to evaluate effectiveness of the activity.
The Committee may also present recommendations to the Board of Directors for equipment, facility use or other associated items to improve recreational opportunities in the community.

The Rules and Regulations Committee conducts an on-going assessment of security-related issues and conditions within the IML community to determine exposure and risks to the community. It considers alternative strategies to minimize these risks and gathers information and costs associated with those alternatives for presentation to the Board of Directors.
The Rules and Regulations Committee reviews the Association’s Rules and Regulations and recommends changes, as necessary, to the Board of Directors and may also recommend changes to the security program requiring changes in staff support or funding.
